- 3G has been switched off on Kyivstar. A phone that only works on 3G will get no data there and may not be able to call: check that yours supports 4G with voice (VoLTE) before you go.

Buying a SIM as a visitor
Not currently required for prepaid. SIM cards are still sold without mandatory identification (Kyivstar's prepaid eSIM connects 'without a passport'); identity checks through Diia or BankID apply to contract plans. Bill No. 8151, registered on 24 October 2022, covers identification and verification of citizens and foreigners, and press reports link it to mandatory SIM-to-ID registration. It was put on the Verkhovna Rada agenda in September 2026 but had not been adopted as of 28 September 2026. No SIM-count limit or IMEI registration found.

Kyivstar's online shop sells prepaid starter packs. For an eSIM, payment is by card, Google Pay or Apple Pay; a QR code is then sent and the number connects at once, with no passport needed.

Getting a monthly contract as a resident
Kyivstar connects contract plans for individuals only if they have a registered address in Ukraine. Identity is checked in store or online through the Diia app or BankID. The exact document list for foreigners (e.g. residence permit) was not confirmed.

WhatsApp and calling apps
None known. Freedom House (Freedom on the Net 2025: Partly Free, 62/100) reports that Russian and Kremlin-backed websites and services are blocked, but no blocking of WhatsApp, Viber, Skype, Signal or Telegram in government-controlled areas. Since September 2024 a National Security and Defence Council decision bans Telegram on the official devices of state bodies, the military and critical-infrastructure staff; personal phones are not covered.
