WhatsApp, FaceTime and other calling apps: check first

No block aimed specifically at WhatsApp, Viber, Skype or FaceTime calls is documented, but access is unreliable. Freedom House (Freedom on the Net 2025: Not Free, 20/100; 'social media blocked: Yes') reports two episodes. On 10 January 2025 YouTube, Twitch, Telegram, TikTok and Discord were reported blocked, and authorities cited 'technical work'. On 25-27 January 2025, around the presidential election, ISPs were ordered to restrict access to websites hosted outside the .by domain, and VPNs were blocked.

Buying a SIM as a visitor

Yes. A subscriber contract requires an identity document. Non-resident foreigners show a foreign passport (with text in Russian, English, German or French) or a diplomatic, UN or seafarer's passport; residents show their residence permit, including the biometric one. MTS has dedicated guest tariffs for foreigners and for people without permanent registration in Belarus. Getting a monthly contract as a resident

MTS offers its postpaid ('credit') payment method only to subscribers who meet three conditions: permanent residence registration in Belarus (for foreigners, a residence permit), at least three full calendar months with MTS, and no outstanding debts. It is not available on guest tariffs, and MTS may refuse without giving a reason.
