Getting a SIM card in Turkey
What visitors and new residents need to know before buying a local SIM or eSIM in Turkey, with a source for each point.
Buying a SIM as a visitor
ID is mandatory: foreign tourists buy a prepaid tourist line with a valid passport (Turkcell accepts only a valid passport, and in-app activation requires a biometric/chipped passport). A phone brought from abroad can be used with a Turkish line for 120 days without registration, after which it is blocked unless its IMEI is registered via e-Devlet or an operator subscriber centre; the 2026 fee ('telefon kullanım izin harcı') is TRY 54,258 and only one device per person can be registered every 3 calendar years. BTK has also announced per-person line caps (reported as 6 for Turkish citizens, 3 for foreigners with a foreign ID number, 1 for passport-only foreigners), with the start postponed to 5 March 2027.

Getting a monthly contract as a resident
Turkcell requires an identity document plus a proof of address from the last two months (utility bill, bank or credit-card statement, etc.); for foreign customers a copy of a valid residence permit is accepted, and a notarised guarantee letter (kefaletname) of TRY 1,200 from a Turkish citizen or the employer can be used only by foreign customers. Requirements at other operators were not verified.

Scam calls and texts
Unwanted or fraudulent calls/SMS can be reported to BTK through its consumer complaint system (tuketicisikayet.btk.gov.tr, e-Devlet login) or the BTK Information and Report Centre on 120. Commercial calls/SMS/e-mails can be refused through the national İleti Yönetim Sistemi (iys.org.tr, Ministry of Trade), with complaints about unwanted commercial messages filed at tiss.ticaret.gov.tr.
