Buying a SIM as a visitor
Yes. Foreign visitors get a prepaid number (e.g. Azercell Tourist/Travel packs, physical SIM or eSIM) at operator offices or official dealers by showing a valid foreign passport; a temporary or permanent residence permit is also accepted. A phone used with an Azerbaijani SIM must have its IMEI registered within 30 days of first connecting to a local network (online via imei.az or at registration centres, operator offices and post offices; the fee depends on the device's market price), otherwise the IMEI is blacklisted. Visitors roaming on a foreign SIM do not need to register. No SIM-count limit found.

Getting a monthly contract as a resident
At Azercell, a foreigner needs three things for a postpaid line: the foreign passport, a temporary or permanent Azerbaijani residence permit, and a letter of guarantee from a bank or legal entity. Without the guarantee letter the number gets no credit limit. A prepaid line needs only one of these: a passport or a residence permit.
