Buying a SIM as a visitor
Yes. MCMC's revised Mandatory Standard for prepaid registration (Commission Determination No. 1 of 2026) has been in force since 26 February 2026 and replaces the 2017 guidelines. Tourists must show their original passport and, if one is needed to enter Malaysia, the original visa; copies are not accepted. They also give a hotel or temporary address. Non-Malaysians may register at most 2 prepaid SIMs per telco (citizens 5). Tourist prepaid SIMs expire at most 3 months after registration and are then terminated. A SIM may not be used before registration is confirmed, which should happen within 12 hours. No IMEI registration found.

Getting a monthly contract as a resident

Financial scam victims should call the National Scam Response Centre (NSRC) hotline 997 as soon as possible so that funds can be frozen; the NSRC is run by the police with Bank Negara Malaysia, MCMC and the National Anti-Financial Crime Centre.
