Buying a SIM as a visitor
Yes. Registration is governed by Permenkomdigi No. 7/2026, enacted 19 January 2026 with a transition until July 2026. From 1 July 2026 new SIMs for Indonesian citizens require face-biometric verification. Foreigners register with a passport, KITAS or KITAP, and outlet staff verify the document; the regulation does not require face biometrics for foreigners. Operators may register no more than 3 prepaid numbers per identity. Phones bought abroad need IMEI registration to work with an Indonesian SIM. Tourists staying under 90 days can register at operator outlets, and roaming on a foreign SIM needs no registration. Longer stays go through customs, with at most 2 devices per passenger and a duty exemption up to USD 500.

Where to buy it
Telkomsel's Tourist Prepaid Card, for foreign tourists only, is validated with the passport and phone IMEI. It can be pre-ordered on Telkomsel's website and collected at GraPARI stores in Bali and Mandalika (Lombok), or bought at GraPARI stores, Telkomsel booths and outlets, including inside airports. The eSIM SIMPATI Tourist is sold at GraPARI stores, booths and selected outlets in Bali, Jakarta and Batam.

Getting a monthly contract as a resident

Scam calls and texts
Komdigi's aduannomor.id lets anyone check whether a number has been reported and report numbers used for fraud, online gambling or spam. Reports are verified and the operator then blocks the number. Victims of financial scams can report to OJK's Indonesia Anti-Scam Centre (iasc.ojk.go.id, operating since 22 November 2024), which works with banks to block accounts; a police report is still needed. No national do-not-call registry found.
