Buying a SIM as a visitor
Every mobile subscription must be linked to a verified identity: since 15 April 2026 (Circular 08/2026/TT-BKHCN, Ministry of Science and Technology) all new subscriptions require facial biometric verification cross-checked against the National Population Database and identity database, via VNeID, operator apps or in person. When a SIM is moved to a different device, outgoing calls/SMS are suspended until facial re-verification (two-way suspension after 30 days, contract terminated 5 days later). The documents accepted for foreign tourists and any per-person SIM limit were not verified from an official source.

Scam calls and texts
