Buying a SIM as a visitor
Yes. Registration is compulsory under IMDA rules, with original documents shown at the point of purchase; foreign visitors use their passport. Since 1 April 2014 a person may hold at most 3 prepaid SIMs across all telcos. Since 15 July 2024 a prepaid SIM registered with a passport is valid for 30 days; to keep it, the holder must re-register with a Singapore IC or work pass within those 30 days, otherwise the line is suspended without refund. Postpaid lines are capped at 10 per person across all telcos from 28 February 2026 (10 per telco since April 2024). No IMEI registration found.

Getting a monthly contract as a resident
StarHub postpaid plans for foreigners require an accepted pass with at least 6 months' validity (EP, ONE Pass, S Pass, Work Permit, Student Pass, Dependant Pass, LTVP and others) and a proof of billing address dated within the last 3 months. The applicant must be 18 or older, and a deposit of S$200-800 applies depending on immigration status and service. When a Singtel service is transferred to a foreigner, the new holder needs a passport, an EP or S Pass valid for at least 6 months or a Work Permit/Dependant Pass valid for at least 12 months, and a tenancy or purchase agreement.
