Buying a SIM as a visitor
Yes. Operators must identify every customer with a valid identity document before activation (art. 98-undetricies, Electronic Communications Code). Since Decree-Law 48/2025 (Security Decree), for non-EU citizens the operator must keep a copy of the residence permit or of a valid passport/equivalent travel document, so tourists can buy with a passport; retailers that fail to identify customers face 5-30 day closure. No SIM-count limit or IMEI registration for foreign phones found.
