Buying a SIM as a visitor
Mandatory. INDOTEL Resolution 064-2025 (announced 30 June 2025) requires operators to identify every prepaid mobile user with an official document (cédula, passport or residence card); lines not validated by the late-September 2025 deadline could be suspended for up to two months and then cancelled. Foreigners who only hold a passport validate in person at an operator store (Claro's *456# self-service flow uses the Dominican cédula). No limit on lines per person and no biometric requirement were found in the resolution.

Claro and Altice kiosks side by side in the arrivals hall of Santo Domingo Las Américas airport (SDQ), with limited opening hours; no SIM shops were found in the arrivals areas of Punta Cana or Santiago airports, so buy at Claro/Altice stores in town.
