Buying a SIM as a visitor
Since 1 September 2025 (CRC Resolution 7684 of 2025) operators may only activate a prepaid SIM or eSIM after collecting and verifying in real time the user's ID document type, number and issue date; for foreigners identified by passport, the operator records the data and may validate it afterwards. Phones bought abroad and brought in by travellers must have their IMEI registered by the user with their operator: when an unregistered IMEI is detected the operator sends an SMS and applies blocking if the device is not registered within 20 calendar days (a device blocked for non-registration is unblocked within 60 hours of registering).

Physical SIMs and eSIMs are acquired through the distribution and sales channels authorised by each operator, which must inform buyers that ID data are required and verified before the service is activated.
